Необходимо сформировать нефальшивую элиту России

Сегодня чиновников и депутатов не пинает только ленивый. В СМИ и интернете постоянно появляются критические публикации о «слугах народа». А где взять настоящих грамотных «государевых мужей», которым и «за державу обидно» и готовых служить народу, развивать государство?

На эту тему мы побеседовали известным политологом и журналистом,   руководителем образовательной  программы «Кремлевская школа управления» при Российском университете дружбы народов Константином Петровичем Клименко.

— Константин Петрович, где находится кузница российских чиновников и политиков?

— Специалистов для госслужбы обучают во многих вузах. Но дипломы раздают пачками, а общество современными представителями власти недовольно. И работодатели из госсистемы жалуются на невысокий уровень квалификации поступающих к ним на работу лиц с корочками вуза. Кадровый голод на профессионалов очень заметен. Он виден хотя бы в том, что жить становится хуже. А прорывных идей реально нет. Желающих жертвовать хотя бы свои комфортом ради общества тоже немного желающих. Общество поляризуется. Богатые становятся богаче, а бедные беднее. Такая ситуация не укрепляет государство.

Мы создали специальный «инкубатор» для будущей элиты России в виде «Кремлевской школы управления»    на базе Российского университета дружбы народов. В рамках этого проекта  мы обучаем не студентов, а ведем переподготовку лиц, уже имеющих определенный образовательный уровень и жизненный опыт. — Вы же автор  исторического романа «Красный рассвет», который сейчас является хитом продаж в сети Литрес. — Я очень тщательно изучал архивные материалы, чтобы понять причины крушения Российской империи. Некоторые эксперты говорят, что и современной России скоро понадобятся антикризисные государственные менеджеры. И таких специалистов невозможно массово наштамповать. Их нужно готовить «штучно». Но этим никто не занимается.

И чтобы, хотя бы, частично решить эту проблему мы решили в Российском университете дружбы народов и начали  подготовку элитных кадров. Здесь в этом году идет не просто набор студентов на модную у молодежи специальность. На базе специальности «Государственное управление  и правовое обеспечение госслужбы» формируется специальный мастер-класс «Кремлевская школа управления».

— Амбициозное название! Какие цели у этого проекта?

— Мы намерены набрать не просто слушателей  на учебу и дать стандартный набор знаний, а выращивать настоящую управленческую элиту России. Не фальшивую, зажравшуюся, с дешевыми понтами и циничным взглядом на «электорат». Поэтому большое внимание уделим морально-нравствееному воспитанию молодых людей. Сегодня в государстве востребованы не зашуганые чиновники-винтики бюрократической системы, не говорю уже про хапуг и казнокрадов, а государственные деятели с высоконравственной позицией, широким кругозором, серьезными знаниями, искренним желанием служить общественным интересам.

В мастер-класс набирается всего 20 человек. 10 студентов примем на очную форму обучения и 10 на заочную. С помощью заочной формы мы хотим дать возможность жителям регионов России принять участие в этом проекте. Помимо основных дисциплин, слушатели мастер-класса будут углубленно изучать полезные им в будущей работе компетенции и получать практические навыки.

— Можно подробнее об этих специальных направлениях?

— Наши выпускники должны быть юридически грамотными людьми. Поэтому большое внимание будет уделяться правовой подготовке студентов. Нередко действующие чиновники не знают не только Конституцию РФ, законодательства о госслужбе и местном самоуправлении, но даже статей Административного Кодекса РФ, которые касаются лично их. Сегодня прокуратура часто привлекает должностных лиц к административной ответственности за …несвоевременный ответ гражданину. Чиновник даже не подозревает, что если он нарушил контрольный срок ответа на письмо-обращение гражданина, то уже подлежит административной ответственности.

У лиц находящихся на госслужбе, должен быть приличный уровень правовой подготовки. Ведь вся деятельности органов госвласти регулируется законодательством.

Мы будем активно обучать будущих государственников и медиакоммуникациям. Они должны уметь провести публичное выступление, опубликовать статью, дать интервью, вести свой блог, активничать в соцсетях и т.д.

Будем обучать даже избирательным технологиям. Если наш выпускник захочет избраться депутатом, мэром, то он должен уметь пользоваться методами избирательных технологий, работать с избирателями.

Но самое главное, что вся учеба, будет совмещена с практикой.  Наши слушатели  будут проходить ознакомительные практики в муниципальных органах власти и в федеральных органах госвласти: Госдуме, федеральных министерствах, службах и ведомстах. У каждого слушателя  будет личный наставник: депутат, мэр, сотрудник министерства и т.д. Фактически, это уже будущие работодатели, которые отбирают себе специалистов. Таким образом, все наши выпускники будут «разобраны» работодателями еще до окончания учебы.

— А если молодой человек после получения диплома не захочет идти на госслужбу?

— Да его с такой подготовкой мгновенно заберут в частный бизнес! Кстати, мы будем только рады, чтобы в частный бизнес пришли люди с государственным взглядом на экономику и общественную жизнь. Государство ведь это не только власть. Государство это — все мы!

— Как попасть не просто в университет, а именно в Ваш мастер-класс?

— В отличие от общего набора, для поступления в мастер-класс «Кремлевская школа управления» идет набор через специальное собеседование лично со мной. Я общаюсь с абитуриентами, чтобы убедиться в их мотивации. Кандидатов просим заполнить дополнительную анкету.

— Можете и отказать в приеме?

— При наличии мест, если абитуриент принес все документы, то  отказать мы не имеем права по закону. Но можем подсказать решение, если видим, что молодой человек «не тянет» к нашей планке. Например, посоветовать другую специальность, объяснить специфику набора в этом году и т. п.

Хочу пояснить, что не стоит переживать, если на сайте кто-то увидит,  что прошли сроки приема документов для поступления. Мастер –класс формируется не стандартными семестрами, а по мере формирования команды. Независмо от объявленных сроков, стоит сдать документы, пройти собеседование и тогда можно ждать приглашения в очередной набор в  мастер-класс.
